Overview:
As we prepare for a vote on the SAVE Act this week, we’re coordinating our coalition of voting rights advocates and civil rights organizations to highlight the harmful consequences of the SAVE Act for voters and our elections, as well as other attempted power grabs aimed at suppressing the vote. We need to call on our leaders to protect everyone’s freedom to vote and vote NO on the SAVE Act.

Core Message:
Voters should choose their leaders — not the other way around. The SAVE Act is part of a broader anti-voter agenda designed to block millions from voting by creating unnecessary barriers to the ballot. This power grab particularly targets voters who have been historically disenfranchised: Black and brown voters, working families, young people, disabled voters, and naturalized citizens. Our democracy works best when all voters can make their voices heard. Congress must reject the SAVE Act and protect our freedom to vote.

Quick facts:
- The SAVE Act would require documentary proof of citizenship in order to register to vote in federal elections.
- Nationwide, approximately 146 million American citizens do not possess a passport – to put that into perspective, 153 million Americans cast a ballot in the 2024 presidential general election.
- More than 21 million American citizens do not have a birth certificate, passport, or other document proving citizenship readily available.
- In seven states, less than one-third of citizens have a valid passport: West Virginia, Mississippi, Alabama, Arkansas, Kentucky, Louisiana, and Oklahoma.
- U.S. citizens of color are three times more likely than white citizens to lack documents such as U.S. birth certificates, passports, naturalization certificates, or certificates of citizenship — or face difficulties accessing them. For example, two-thirds of Black Americans do not possess a passport.
- Nationwide, approximately 69 million women who have married and 4 million men who have married and have changed their names could not use their birth certificate to prove their identity or citizenship status under the SAVE Act.
